평화의 호소: 북한 여성과 어린이들의 인권 증진

발의
오늘날 한국은 전 세계에서 유일한 분단국가로 정치적, 군사적 긴장 속에 있다. 한국의 평화통일과 세계의 평화로운 미래를 위해서는 당사국을 포함한 주변국과 세계의 지원과 노력이 필요하다.
북한의 인권상황은 매우 열악한 것으로 알려져 있으나, 국제사회의 노력에도 불구하고 북한의 인권 상황에 대한 정확한 정보나 이해마저 부족한 현실이다. 최소한의 안전과 생존권을 보장받지 못하고 있는 북한 주민과 탈북자들, 특히 어린이와 여성에 대한 국제사회의 지속적인 관심과 노력이 필요하며 북한주민들 특히 여성과 어린이들에게 필요한 최소한의 식량, 의약품의 지원과 분배가 제대로 이루어질 수 있도록 정부와 국제기구들이 함께 노력해야 한다.
분쟁을 경험하는 많은 나라들과 북한에서는 기본인권과 여성의 필수적인 자유를 보장하는 CEDAW 3조항뿐만 아니라 기아와 빈곤 퇴치에 대한 유엔의 새천년개발목표 MDG1, 보편적 기초교육에 대한 새천년개발목표 MDG2, 성평등과 여권신장에 대한 새천년개발목표 MDG3, 그리고 여성, 평화, 안전에 대한 UNSCR 1325조항이 지켜지지 않고 있는 상황이다. 평화문제에 있어서 여성과 소녀들이 안전한 공간과 기본적인 서비스를 받을 수 있도록 하는 공동체적 관점과 인권보호 관점을 통합하는 것이 중요하다.
이에 전 세계YWCA에 북한의 인권침해 근절을 요구하며 다음의 조치를 취할 것을 요청한다:
1. 유엔 안전보장이사회 결의안 1325, 1820, 1888, 그리고 1889 실행을 포함하여 여성의 인권을 증진시키고 전 세계 여성과 소녀들의 안전을 보장할 수 있는 정책에 영향을 미칠 수 있도록 협력한다.
2. 평화로운 시기와 분쟁 중, 분쟁 후 모든 시기에서 의사결정의 모든 단계에 여성 대표의 참여를 증진하도록 주창한다.
3. 평화를 지지하기 위해 여성과 젊은 여성 그리고 소녀들을 결집하고 지원한다.
4. 북한의 여성과 소녀들, 탈북자들의 상황을 알리고, 국제사회가 즉각적인 조치를 취한다.
5. 전 세계에 흩어져있는 탈북자들을 지원한다.
6. 북한 여성과 소녀들을 위한 인도주의적 지원에 참여하고 지원을 촉구하는 로비활동을 전개한다.
7. 한반도 DMZ 방문단을 조직한다.

Title
“Calling for Peace: Strengthening North Korean Women and Children’s Human Rights“
Text of the Motion
Women and girls in North Korea are living under political and military tension that denies their human rights. As in many countries experiencing conflict or post conflict, in North Korea women and girls are experiencing high rates of poverty, hunger and food insecurity, violence, and lack of access to medical treatment and supplies. In addition, North Korean refugees face exploitation, torture, and lack of access to education in retaliation for attempting to escape to a free country. It is critical that timely and accurate information about the situation of women and girls in North Korea is shared with the international community.
The situation in North Korea, and in many countries experiencing conflict or post conflict, violates the agreements in MDG 1 on the eradication of extreme hunger and poverty, MDG 2 on universal primary education and MDG 3 on gender equality and women’s empowerment, UNSCR 1325 on Women, Peace and Security as well as CEDAW Article 3 which guarantees basic human rights and fundamental freedoms for women. It is critical to integrate community perspective and human rights approach into the peace agenda, investing in women and girls so that they have access to basic services and safe spaces where we can work together to demand our human rights.
We call on YWCAs around the world to demand an end to human rights violations in North Korea and to take the following actions:
1. Work together to promote women’s human rights, including implementation of UNSCR 1325, 1820, 1888 and 1889, and to influence policies that would ensure safety and security for all women and girls
2. Advocate for increased representation of women at all levels of decision-making in times of peace, conflict and post conflict
3. Support and mobilize women, young women and girls to advocate for peace
4. Raise awareness about the situation of women and girls in North Korea and North Korean refugees, and call for immediate action by the international community
5. Support North Korean refugees throughout the Diaspora
6. Lobby for and participate in humanitarian aid to North Korean women and girls
7. Organize a witness visit to the Korean peninsula DMZ
